Ontario conducted its first Tech Draw on July 12, inviting 1,623 Express Entry candidates with eligible work experience to apply for a provincial nomination for Canadian permanent residence.
Those invited in the July 12 draw had Express Entry Comprehensive Ranking System (CRS) scores ranging from 439 to 459 and created their Express Entry profiles between July 12, 2018, to July 12, 2019.
Province of Ontario invited a total 1623 immigration candidates who have applied for Canadian permanent residency through provincial nomination program – Ontario Immigrant Nominee Program (OINP).

This Notification of Interests (NOIs) was issued through newly introduced OINP Tech draws. This targeted tech draws allows the OINP to search for the express entry candidates who are having work experience in six-tech related occupations via its Human Capital Priorities Stream.
The Six-tech related occupations were as follows:
- Software Engineers and Designer (NOC Code 2173)
- Computer programmers and interactive media developers (NOC Code 2174)
- Computer engineers (NOC Code 2147)
- Web Designers and developers (NOC Code 2175)
- Database analysts and data administrators (NOC Code 2172)
- Computer and information systems managers (NOC Code 0213)
How Tech Draws work
OINP Tech Draws are conducted through the province’s Human Capital Priorities immigration stream, which allows the OINP to search the federal Express Entry pool for candidates who meet the stream’s eligibility requirements.
A job offer is not required in order to be eligible for the Human Capital Priorities Stream.
Tech Draws search specifically for Express Entry candidates who meet the Human Capital Priorities Stream’s eligibility requirements and have at least one year of continuous paid full-time work experience (or the equivalent in paid part-time work) in one of the following six tech occupations:
- Software engineers and designers (NOC 2173)
- Computer programmers and interactive media developers (NOC 2174)
- Computer engineers (NOC 2147)
- Web designers and developers (NOC 2175)
- Database analysts and data administrators (NOC 2172)
- Computer and information systems managers (NOC 0213)
Express entry is a point-based program that manages the pool of the candidates for the Federal Skilled Worker Class, Federal Skilled Trades Class, and Canadian Experience Class. For an express entry candidate to get a provincial nomination, they are given a major boost of 600 CRS (Comprehensive Ranking System) points. These many points make sure that the candidate is issued an Invitation to Apply (ITA) to apply for Canada PR Visa to the Immigration, Refugees & Citizenship Canada (IRCC).
OINP’s Human Capital Priorities do not requires candidates to have a job offer and it has a history of inviting candidates who are not able to meet the high cut CRS cut-off of Federal government’s Express Entry Program. In this Tech draw the CRS score of the candidates who were issued the NOIs ranges from 439 to 459 points. Candidates who have entered the express pool between July 12, 2018, to July 12, 2019, were issued the Notifications of Interest to apply for provincial nomination.

With this latest draw, the total number of invitations issued to the candidates applied under OINP’s Human Capital Priorities Stream in the year 2019 comes to 4188 NOIs. Other than these 549 NOIs have been issued under French-Speaking Skilled Worker Stream and 732 NOIs to candidates under Skilled Trades Stream.
After the candidate has received the NOI, they can submit their online application to the Ontario Immigrant Nominee Program (OINP). To do the same, candidates are given 45 calendar days after they have received the NOI.
