Tie-breaking :

IRCC applied its tie-breaking rule with the timestamp of March 09, 2020 at 13:03:40 UTC. This means that if more than one eligible candidate had the minimum CRS score, only those who submitted their Express Entry profiles before this date and time received invitations.

Today’s large draw brings the total number of ITAs issued in 2020 to 74,150. This signifies that despite the ongoing COVID-19 pandemic, the Government of Canada is committing to immigration by continuing to select skilled workers for permanent residence.

Minimum CRS Scores For 2020 All-Program Draws

Canada has conducted a second-consecutive all-program Express Entry draw issuing Invitations to Apply to 4,200 candidates.

The September 16 draw required a minimum Comprehensive Ranking System (CRS) score of 472 points, three points lower than the previous all-program draw.

This draw, and the previous draw on September 2, are jointly the second-largest Express Entry draws of all time.

The largest Express Entry draw took place on February 19, 2020, when 4,500 ITAs were issued with a minimum CRS score of 470 points.

ITAs Issued In Last 10 Express Entry Draws

Conducting a second major draw represents a statement of intent by Immigration, Refugees and Citizenship Canada (IRCC), that its policy of increasing immigration levels will continue into 2021, despite the COVID-19 crisis.

Factors that can affect the cut-off CRS score include the size of the draw (larger draws can produce a lower minimum CRS score) and the time between draws (shorter periods between draws can help to lower the CRS score).

ITAs Issued In Last 10 Express Entry Draws

Eligible candidates for each program are issued a score under Express Entry’s CRS, which awards points for factors such as age, education, skilled work experience and proficiency in English or French.

While a job offer is not required in order to be eligible under the Express Entry system, the CRS does award additional points to candidates who have one.

The Government of Canada has a processing standard of six months for permanent residence applications filed through the Express Entry system.

Express Entry: Is this good news for FSW candidates?

The September 16 Express Entry draw marks an important milestone in Canadian immigration under COVID-19. This draw is the first back-to-back all-program draw since the COVID-19 pandemic caused Canada to close its borders to the majority of foreign nationals. Although we cannot say whether this is a one-time outlier or a return to more regular all-program draws, it is the closest to pre-COVID patterns we’ve seen since March.

This could potentially be good news for candidates in the Federal Skilled Worker (FSW) program, who have been excluded from the majority of draws since the pandemic hit. If this draw turns out to be the first of many, more FSW candidates will have the opportunity to be selected from the Express Entry pool. However, IRCC is notoriously unpredictable, especially in the era of COVID-19, so only time will tell what is on the horizon for Express Entry.
