Ontario Immigrant Nominee Program
OINP has reached its 2018 province nomination allocation. Canadian immigration issued 6,600 invitations to apply for provincial nomination across several streams. The province has confirmed that newly submitted applications will be taken under the OINPs 2019 nomination allocation. This process will be applicable to all the streams except Masters Graduate Stream.

Ontario has conducted regular draws throughout 2018 targeting streams including the Human Capital Priorities, French Speaking Skilled Worker, Skilled Trades and Entrepreneur.
The majority of draws, particularly in the second half of the year, have been aimed at the FSSW stream. The draws have generally been small in size, inviting less than 50 candidates on a weekly basis.
Ontario’s largest draw of the year came through the HCP stream, with 947 candidates invited in August 2018.
Ontario Express Entry Human Capital Priorities Stream: Requirements
To qualify applicants must have:
- Pending application under the Federal Express Entry system;
- Minimum of 1-year of full time, or full time equivalent work experience under NOC occupation level 0, A or B;
- Canadian equivalent Bachelors degree, Masters degree or PhD;
- Minimum CLB level 7 in IELTS general exam;
- Intention to reside in the Province of Ontario;
- Minimum Express Entry Comprehensive Ranking System score as determined by director.
Ontario Express Entry: French-Speaking Skilled Worker Stream: Requirements
To qualify applicants must have:
- Pending application under the Federal Express Entry system;
- Minimum of 1-year of full time, or full time equivalent work experience under NOC occupation level 0, A or B;
- Canadian equivalent Bachelors degree, Masters degree or PhD;
- Minimum CLB level 7 in TEF exam (French); AND minimum CLB 6 in IELTS exam (English)
- Intention to reside in the Province of Ontario.
Ontario Express Entry Skilled Trades Stream Requirements
To qualify applicants must have:
- Pending application under the Federal Express Entry system;
- At least 12 months of paid cumulative or continuous Ontario work experience with the last two years prior to your Notification of Interest in National Occupation Classification 633, or major groups 72, 73 or 82;
- Proof of Ontario license or certification if your occupation so requires;
- A valid work permit and be resident in Ontario at the time of application;
- English or French-language level of Canadian Language Benchmark (CLB) 5 or above in reading, writing, listening and speaking;
- Proof of settlement fund to cover you and your dependents, with the minimum amount determined by official Low-Income Cut-Offs.
The Ontario Immigrant Nominee Program is a part of Canada’s PNP, that allows involving territories and provinces to nominate a number of applicants for Canadian immigration every year. Ontario is the most popular province of Canada and the allocation of 6,600 nominations in OINP’s 2018 makes it biggest provincial nominee program.
While the Ontario Program has not yet declared its allowance for 2019, it may have a chance to increase the total in a new year. Compared to 2017, 600 slots are higher this year that was capped at 6,000 nominations.
The admissions of new multi-year immigration levels plan will target for Canada’s PNP is set at 61,000 nominations for 2019. In 2018, Ontario saw its allowance increase from 6,000 to 6,600 nominations under the federal government.
Human Capital Priorities Stream Nominations
Ontario’s three immigration streams have been active this year, inviting 6,411 nominations. Express Entry system maintains the pool of applicants for federal economic immigration categories of Canada —the Canadian Experience Class, the Federal Skilled Trades Class, and the Federal Skilled Worker Class.
Express Entry candidates awarded an additional 600 points toward their CRS score and immigrant to the front line for an IOA for Canadian PR. HCP issued the most of the candidates from Express Entry this year, with the majority occurring in the initial 2 months of the year when 5 out of 8 invitation rounds took place.
The OINP following the month of August 9 draw that it was going ahead with CRS score of 400 for the HCP Stream. Going forward, the eligible score for future invitation rounds of HCP will be declared by the OINPs director.
